Montreal By-law 21‑042: What Owners of Large Buildings Need to Know
Why this by-law?
The real estate sector alone accounts for nearly 30% of Montreal’s GHG emissions.
By-law 21-042 therefore aims to:
Measure the energy performance of existing buildings;

Who is affected?
The by-law applies to all buildings located within the territory of the City of Montreal (excluding other municipalities in the agglomeration), as long as:
The building has a floor area ≥ 2,000 m², or
It contains 25 or more residential units.
Application is progressive, but since 2024, all buildings in this category are now required to disclose their data.
What must you do?
Every year, before June 30, you must:
Collect your building’s energy consumption data (electricity, gas, oil, etc.) for the period from January 1 to December 31 of the previous year.
Report this data to the City using the ENERGY STAR Portfolio Manager® tool.
Display the GHG rating assigned by the City at the main entrance of your building.

Create or update your ENERGY STAR Portfolio Manager® profile;
Ensure you have access to all your energy bills;
Obtain co-owner consent if you manage a condominium association (in some cases);
Plan data collection at the start of the year.
